Overlay not receiving top priority/always on top

As far as a field test of the program goes, we've had great luck. Only have had installation "problems" for the one user which were easily remedied, however, we have 2 people now that have the following problem: (I will attempt to describe it here in the hopes you can point us in a good direction to look for a possible solution, as we have struck out coming up with anything on our own).
I have two folks who GINA installed for successfully, and are able to receive triggers, everything is functional, only, when they are "in EQ" the overlay loses focus and they do not see text OR timers in game -- they flash instantly but too fast to be read by humans. If you tab out to say, a web browser, the timer/text overlay is there and displays just fine.
User #1:
Windows Vista 32bit, playing EQ in windowed mode, GTT historically worked fine (and still does).
User #2:
Windows XP, playing EQ in full screen mode typically, when we had him switch to windowed mode, there were some graphical issues, GTT historically worked fine (and still does).
GINA doesn't crash, and is otherwise fully functional for both, however the overlays simply don't display in game.
Ideas or directions we can start poking around?
