Unable to Install or run Setup

Heya I recently tried installing GINA to use w/ everquest.

I am able to download just fine.
When I try to run the setup application it stops almost immediately saying "Cannot continue. The application is improperly formatted."
I am running this on windows XP with framework 4.0
When I click on details from the error message this is what there is:
