While I agree clickonce installations are a pain to find, general advice is: never back up executables. Only data. In GINA's case, back up your App data folder:
%your user folder%\AppData\Local\GimaSoft\GINA
Backing up executables just never works, it's better to do fresh installs.

Replying to myself: Once I managed to run GINA with a reduced set of cores (see workaround above) it seems like once I allocated just 4 CPU cores to GINA under the performance tab, and let it update itself, it now starts without immediately crashing.
